GCCS. Global Command and

"Ghost Soldiers". Corruption
was one of the main reasons for the collapse of the South Vietnamese
regime to communism. One corrupt practice that hurt the fighting
capability of the South Vietnamese Army was the large amount of "Ghost
Soldiers". Army commanders would pocket the pay of fake soldiers who were
on the books but did not exist or of soldiers who had been killed but
whose deaths were not reported so that commanders could keep collecting
and pocketing their pay. This corrupt practice of "Ghost Soldiers" was/is
also a problem in the Iraq Army as well as with the Afghan National Army,
and Afghan National Police.
